
Access Rights and User Roles in FPA-PM
Access rights refer to the roles that you are assigned when you acquire a user ID for FPA-PM (Fire Program Analysis-Preparedness Module). These roles dictate what actions you can perform in the system, such as reading data, editing data, or managing team access.
All users receive Read access to all of the data in the system. In addition, you may receive either Editor or Fire Planning Unit (FPU) Team Data Administrator access, depending on your function on the FPU team. Within an FPU, one person initially will be designated as the FPU Team Data Administrator. The FPU Team Data Administrator will then manage the access rights for the rest of the team.
Role Responsibilities
Depending on your role within your geographic area, you maybe a member of more than one FPU Team and may have more than one level of access, based on the FPU and planning datasets you are working with.There are three access levels in the FPA-PM application:
- Reader: Any individual who may need access to any FPU Team's work for information, review, certification, or approval. Readers also have access to system reports. However, this level of access does not allow the user to change the dataset. To request a change to a dataset, contact a team member with Editor or Team Data Administrator access.
- Editor: Individuals designated by the FPU Team to have all the access rights of a dataset reader, plus the ability to input and edit information in the FPU dataset and run analyses, for the FPU(s) to which they have editor access.
- FPU Team Data Administrator: Individuals designated by the FPU Team to have all the access rights of an editor, plus the ability to add, delete, or change access rights for other FPU team members and supporting personnel. Once the initial login IDs have been provided by the Help Desk<<insert link>>, the FPU Team Data Administrator is responsible for managing the team's access rights. The FPU Team Data Administrator may assign back-up staff for this position.
- Note: The Editor and Team Data Administrator access levels enable these users to modify datasets only for the teams to which they are assigned that level of access. For all other FPUs, these users will have Reader access.
FPU Team Requirements
Before requesting the initial user IDs and access privileges for the team, the FPU Team needs to perform the following actions:
- Document the decision criteria for assigning access privileges. Include this information in the team charter, which is due by March 1, 2005. (For more information about charters, refer to "Creating a Charter".)<<insert x-ref when charter section available>>
- Send all team members who will have Editor or Team Data Administrator access to an FPA-PM training session. Submit the nomination forms <<insert link to form>>, with supervisor approval, at least three weeks before the session you are scheduled to attend.
- Assign at least one FPU Team Data Administrator. It's a good idea to also assign a person to act as a back-up administrator.
- Submit User ID Request Forms for all members of the FPU who need access to the application. Readers do not need to attend the FPA training session.
- Assign at least one Editor for each FPU. A single Editor may have access to multiple FPUs, but will need to be assigned access rights separately for each FPU.
Obtaining Access to FPA-PM
You must attend the FPA-PM training class before you will be granted Editor or Team Data Administrator access to the FPA-PM application.<<insert link to training schedule on website>> The FPA National Implementation Coordination Group (ICG) will perform periodic audits to ensure the integrity of the system.
Use the following procedures to assign access:
Obtaining Initial Access to FPA-PM
The FPA Help Desk assigns the initial access for all users. After your FPU has taken the FPA-PM training class, you can request access to FPA-PM:
- Download the User ID Request Form <<insert link to form>>.
- Complete the form and obtain your supervisor's signature.
- Submit the form to the FPA National Help Desk via fax or email during normal business hours (0730 to 1700 Mountain Time, excluding holidays). The Help Desk provides your with your initial user ID and password.
- Log on to the FPA application to test your access.
Designating an Initial FPU Team and Team Data Administrator
Once the FPU Team is formed, the Team Lead needs to inform the Geographic Area FPA Lead and the National Data Administrator that the new team exists. The Team Lead needs to provide the following information to the Geographic Area FPA Lead:
To obtain initial access rights for a new FPU Team and Team Data Administrator:
- The FPU Team Lead provides the information about the FPU Team to the Geographic Area Lead.
- The Geographic Area Lead verifies the information and passes it onto the ICG.
- The ICG provides the National Data Administrator with the request.
- The National Data Administrator creates the new FPU Team in the database, assigns initial access rights to the FPU Team Data Administrator, and notifies the team that they have access.
- The FPU Team Data Administrator logs on to FPA-PM and assigns access rights to the other users for that team.

Designating an Additional FPU Team Data Administrator
FPU Team Data Administrators can modify access for any existing user assigned to their teams, including giving other users Team Data Administrator privileges. We recommend that each team designate at least one person to act as a back-up administrator.
To designate an additional FPU Team Data Administrator:
- Work with the FPU Team to identify the person who will act as a back-up administrator.
- Log on to FPA-PM. The FPA Team and Data page appears.
- Select the team you want to change and click Update. The View FPU Team/Roles page appears.
- Scroll to the User ID for the person whose access you want to change.
- Select Admin from the roles drop-down list and click Update.
- Notify the back-up administrator that his/her access has been changed, and have the new administrator log on to the system to verify the change.
